Binance.US chief executive Stephen Gregory has announced plans to apply for a CFTC Designated Contract Market (DCM) license in August, positioning the exchange to enter the growing prediction-market space. The announcement signals a significant strategic broadening for the US-licensed Binance affiliate, which has historically focused on spot crypto trading for American customers.

The DCM License Application

The Designated Contract Market (DCM) license is a CFTC-regulated market designation that authorises the holder to list and trade event contracts and derivative products under the Commodity Exchange Act. The license is the operational prerequisite for any exchange that wants to offer prediction-market-style event contracts in the United States, and Binance.US's August application timeline signals an intent to compete in the prediction-market segment that has exploded across 2026.

The choice of a DCM route over a Swap Execution Facility (SEF) or Derivatives Clearing Organisation (DCO) is strategically deliberate. DCMs are designed for exchange-traded contract markets — which is the structural model that Kalshi, the most prominent US prediction-market platform, has built its regulated business on. Applying for a DCM license positions Binance.US to compete directly with Kalshi and other regulated US prediction-market operators, rather than building a parallel derivatives-clearing infrastructure that would not directly serve the prediction-market product mix.

Binance.US's existing US retail user base gives the exchange a meaningful latent liquidity pool for any prediction-market launch — a strategic advantage most prediction-market operators have to build from scratch.

Regulatory Background

The regulatory environment for prediction markets has been the subject of fierce contestation over the past two years. First, the prediction-market category has matured enough through 2026 that the regulatory framework is now clearer than at any prior point — making DCM applications more predictable in their requirements. Second, Binance.US's existing exchange infrastructure and KYC base mean that a prediction-market launch can credibly happen within months of license approval, rather than the multi-year build needed for a greenfield entrant.

The Competitive Picture

The competitive implications of a Binance.US prediction-market launch are meaningful for both Kalshi and Polymarket. Kalshi has built the most credible fully-regulated US prediction-market platform, but its liquidity has been built around a relatively narrow set of marquee event contracts. A Binance.US entrant with deeper retail liquidity could materially compress Kalshi's spread economics — and force Kalshi to compete more aggressively on product mix.

For offshore operators including Polymarket, a credible Binance.US entrant presents a different challenge.
