Tether Freezes $39.3M USDT Tied to Xinbi Network

Tether Freezes $39.3M USDT Tied to Xinbi Network

Summary:

  • Tether froze $39.3M in USDT across 10 Tron wallets.

  • The addresses are tied to Telegram escrow network Xinbi Guarantee.

  • TRM Labs estimates Xinbi has processed $24.2B since 2022.

  • Xinbi's user base nearly doubled to 233,000 in nine months.

  • Tether blacklisted 4,163 addresses and froze $1.26B in 2025.

Tether froze 39,273,713 USDT across 10 Tron addresses linked to Xinbi Guarantee, the Chinese-language Telegram escrow marketplace tied to Southeast Asian scam syndicates, and the freeze is notable mostly for what it will not do. TRM Labs estimates Xinbi has processed $24.2 billion in transaction volume since launching in 2022, including $12.1 billion in observed inflows since May 2025. The largest frozen wallet held about $10.78 million, three more held $8 million each, and three wallets held exactly 1 USDT each, placeholder addresses that map the network's shape. A $39.3 million freeze against a $24.2 billion machine is a toll, not a takedown.

The trajectory explains the enforcement urgency. Elliptic counted Xinbi's registered users at 119,000 in August 2024 and 233,000 by May 2025, and traced $220,000 in USDT connected to the $235 million WazirX hack through its addresses. Telegram shut down Xinbi's and rival Huione's public channels in May 2025; Xinbi migrated to SafeW messaging, launched an un-KYC'd wallet called NewPay, and kept growing. The network sits at the center of the cross-border shadow banking problem that stablecoin issuers cannot ignore: guarantee marketplaces are the settlement layer for cybercrime, illicit gambling, and the fraud compounds of Southeast Asia, and they denominate almost exclusively in USDT on Tron, chosen for exactly the cheap, high-throughput settlement that legitimate users also enjoy.

"Hours ago, Tether froze approximately 39,273,713 USDT across 10 TRON addresses linked to Xinbi Guarantee. Following its freeze of Huione-linked funds, this appears to mark another crackdown on illicit Telegram-based escrow platforms." — MistTrack, on X

The Freezing lever Works, and It Doesn't

Smart-contract level blacklisting is genuinely effective at what it does: Tether immobilized tens of millions of dollars in seconds, no court, no chain reorg. The 2025 record shows the scale of the strategy, 4,163 addresses blacklisted and $1.26 billion frozen across Ethereum and Tron, including $514 million across 370 addresses in a single 30-day window, then $72 million after ZachXBT tracing in June 2026 and 131 Tron wallets tied to ISIS-K in July. But each freeze teaches the networks the same lesson. Huione's answer to enforcement was to launch its own unfreezable stablecoin, USDH. Xinbi's was to migrate platforms and wallets. The demand side, the syndicates that need escrow, does not shrink; it reroutes, into custom tokens and fresh clusters that make the next freeze harder, which is a genuine systemic concern for USDT's liquidity dominance across chains and for the bank consortiums designing compliant rivals. Every issuer has the same freezing power Tron gives Tether, which is itself worth pausing over: a private company can switch off $39 million of bearer assets on demand.

Tether has not said whether the action followed a law enforcement order, and no arrests or asset recoveries were announced. On-chain freezing does not reach the people operating the compounds. The money that matters most may already be denominated in something Tether cannot touch.

Watch for Xinbi's inflow numbers over the next quarter. If they bend down, the freezing lever is working. If they do not, the escrow economy has finished its migration, and the next enforcement generation will be chasing tokens that have no issuer left to ask.
