Regulation Overview

Regulatory responsibility for digital financial assets, including crypto, transferred from Bappebti to the Financial Services Authority on 10 January 2025. OJK Regulation 27/2024, amended by Regulation 23/2025, governs exchanges, clearing, custody, traders, product admission and market conduct. Bank Indonesia continues to protect rupiah's exclusive role in domestic payments. Mining and other activities are not automatically covered by an exchange licence and must comply with tax, business and sector rules.

Tax Information

From 1 August 2025, transfers of crypto assets are treated like securities and are not subject to VAT; qualifying sales through regulated operators are subject to final Article 22 income-tax collection, while services and mining have separate treatment.

Individual Tax Treatment

A qualifying seller using a regulated domestic operator is generally subject to final PPh Article 22 withholding at the statutory transaction-value rate. Offshore and non-standard transactions require separate review.

Business Tax Treatment

Licensed operators must collect, deposit and report applicable tax. Exchange services, wallet services, verification/mining income and other business revenue can have separate VAT and income-tax treatment.
