What is the MPChat Card?
The MPChat Card is a Visa programme sitting inside MPChat, a Web3 messaging app that pairs end-to-end encrypted chat with a stablecoin wallet and payment account. There are two live tiers: the Cloud Card, a virtual Visa that costs 10 USDT to open and is aimed at subscriptions and cross-border online spending, and the Boundless Card, a physical Visa that costs 100 USDT and adds in-store spending and ATM cash access. A third tier, the Flash Card, was permanently retired on 30 September 2026, and existing Flash Cards were converted to Cloud Cards.
Both cards are issued in Singapore, settle in USD, and share the same BIN, 45659910, with the stock card segment 49372410 also in use on Cloud. Neither carries a monthly or annual fee, and MPChat makes a point of charging no markup on foreign exchange — non-USD purchases convert at the live Visa or issuer rate.
The fee that defines the card
Every purchase carries a 0.80% handling fee, on both the virtual and the physical card, in USD and non-USD alike. That is the real price of using this card, and it sits alongside a long tail of small charges most cards in this directory do not levy: $0.15 on any transaction of $1 or less, $0.03 per 3D Secure verification attempt with no monthly waiver, $1 per authorisation or verification test after the first ten free each month, $0.80 for each declined transaction after five free per month, $0.80 when reversals reach 15% of transactions, $35 per dispute, 3 USDT to cancel a card, and 5 USDT to 10 USDT to reissue one. The card opening fee itself is 10 USDT for Cloud and 100 USDT for Boundless, and it is not refundable if you later delete the card — deletion is also irreversible, so the card cannot be restored.
Where the money actually sits
This is the part that matters most, and MPChat documents it more clearly than most. The app runs two separate balances with two different custody models.
- MPChat Web3 is self-custody, built on Turnkey infrastructure, where keys are generated and signed inside a secure enclave and you sign with a passkey instead of a seed phrase. MPChat states it cannot obtain your private key.
- MPChat Pay is a custodial ledger operated by MP PAYMENT INC, with the underlying on-chain USDT held through Cobo and HashKey custody, and MPChat states that staff cannot unilaterally move funds while freezes or holds may apply under the agreement for compliance and risk reasons.
The card is funded from the Pay side. You deposit USDT, it lands in your Pay balance, and you then transfer money from Pay to the card before spending it. That is why this listing records custody as Hybrid: your Web3 wallet is genuinely yours, and the balance the card actually spends is not.
Funding limits to plan around
Funding is narrower than the wallet suggests. Card top-ups run on USDT on Tron (TRC20), with a 10 USDT minimum, deposited either on-chain or through Binance Pay. There is no confirmed bank deposit rail. Card balances cannot be withdrawn directly — you must move the balance back to Pay first, and external withdrawals cost a flat 2.1 USDT per transaction plus 0.1% on anything above 5,000 USDT withdrawn in a single day. If you would rather hold a different stablecoin or use a different chain, that is a reason to look elsewhere in this directory.
Who issues it, and what is actually licensed
MPChat does not name the card issuer publicly, and independent review explicitly flags the issuer and its fee schedule as unclear. What is public is the corporate structure: the app is operated by MP Network Inc, a Delaware-registered financial technology company that states plainly it is not a bank and that payment cards are provided with licensed entities and issuing banks in their respective jurisdictions. The company's published licence page lists a US MSB registration, a dual BSP and DASP licence in El Salvador and a Hong Kong TCSP licence. None of those is a card-issuing or e-money licence in Singapore, which is where the cards are issued — so the regulatory basis for the card itself rests with an unnamed partner.
What is genuinely strong here
Set against the caveats, the card does several things well. Limits are high: $100,000 per transaction, $250,000 a day, $1,000,000 a month and $2,000,000 a year. The physical card supports ATM withdrawals and costs nothing to hold. MPChat pays for FX with zero markup, which is a real and verifiable claim. And the wallet-side integration is unusually good for Asia: the cards link to Alipay, WeChat Pay, Google Pay and — according to MPChat's own binding guides and merchant policy — Apple Pay, though the company's own limits-and-fees table contradicts that by listing Apple Pay as unsupported. Treat Apple Pay as likely but unconfirmed, and check in the app.
Where it sits in this directory
A Tier-3 placement reflects a card that works, ships in two formats and carries a strong partner stack for security and KYC, but asks the user to accept a custodial spending balance, an unnamed issuer, a 0.80% charge on every purchase, an extensive small-fee schedule and no purchase rewards at all. It is a payments utility attached to a chat app rather than a rewards card, and it is priced accordingly.
If you want a custodial stablecoin card with a simpler fee line, compare RedotPay, and for the Asian wallet-payment angle see UU Wallet Card. For the full field, see the crypto cards directory.
