Regulation Overview

The Saudi Central Bank has repeatedly warned consumers and regulated financial institutions about virtual currencies, which are not legal tender and are not covered by a domestic public licensing framework. Banks and payment firms cannot treat private crypto as approved money without authority. Capital-market, AML, cybercrime, advertising and foreign-exchange laws can still apply. Saudi fintech and tokenisation initiatives should not be interpreted as general approval for public crypto trading platforms.

Tax Information

Saudi Arabia has no general personal income tax, but businesses may face corporate income tax, zakat, VAT, withholding and transfer-pricing obligations. Crypto-specific outcomes remain fact dependent.

Individual Tax Treatment

Private residents should not equate the absence of personal income tax with regulatory approval. Cross-border, business or non-resident tax obligations may still arise.

Business Tax Treatment

Saudi or foreign businesses must assess zakat/corporate tax, VAT, withholding and permanent-establishment rules, in addition to whether the underlying crypto activity is permitted.

Business & Licensing

No general SAMA or CMA licence is available for a public retail crypto exchange. Any sandbox, tokenisation or securities activity requires express approval within its limited scope.

AML / KYC Requirements

Saudi financial institutions apply strict AML/CFT, customer due diligence, sanctions and suspicious-reporting controls and may reject unsupported crypto-linked funds.
