Ontario Lottery & Gaming (OLG)

Ontario Lottery and Gaming Corporation (OLG) is a Crown corporation of the Province of Ontario, Canada, and the province's exclusive provider of lottery, charitable gaming, and most land-based casino and sports betting products. Established in 1974, OLG is one of North America's most experienced government-owned gaming operators, generating more than $9 billion in annual revenue and returning the lion's share of its net profit to the Province of Ontario to support hospitals, education, amateur sport, and community programs.

OLG operates a hybrid portfolio that spans retail lottery terminals, charitable bingo halls, commercial casinos, resort gaming facilities, and the regulated bet365 and OLG.ca online gaming platform. Following the launch of Ontario's regulated igaming market in April 2022, OLG transitioned its digital offering into the competitive open market while retaining its monopoly on province-wide lottery and charitable gaming.

The corporation is accountable to the Ontario Legislature through the Ministry of the Attorney General and is governed by the Alcohol and Gaming Commission of Ontario (AGCO) for its commercial gaming operations. OLG is widely recognized for its leadership in responsible gambling, having pioneered the Player's Edge and PlaySmart programs and being the first North American lottery to embed mandatory responsible-gaming training across all of its retail and digital channels.

Lottery & Instant Games

OLG runs Ontario's province-wide lottery portfolio, including flagship draw games Lotto Max, Lotto 6/49, Daily Grand, and Encore, alongside a broad range of instant scratch-and-win tickets. Retail sales are distributed through approximately 10,000 lottery retailers across the province, with online purchasing available via the OLG.ca platform for registered players aged 18+.

Land-Based Casino & Resort Portfolio

OLG owns and/or operates a network of commercial gaming facilities across Ontario, including flagship resort properties such as Casino Niagara, Casino Rama Resort, Great Blue Heron Casino, and the OLG Slots at Woodbine and Western Fair venues. Larger full-service casinos are operated under partnership agreements with private sector operators such as Mohegan (Niagara Casinos) and One Toronto Gaming (a joint venture between Mohegan and Ontario Teachers' Pension Plan) under OLG's modernization framework.

Online Casino & Sports Betting (OLG.ca)

OLG's digital platform, OLG.ca, offers a curated catalogue of online slots, table games, live dealer titles, and sports betting through the PROLINE and betrivers-powered sportsbook. The platform is integrated with Ontario's regulated igaming framework, allowing OLG to compete alongside private operators while retaining its lottery and charitable gaming exclusivity.

Sports Betting

OLG offers single-event sports betting through PROLINE at retail locations and online, covering major North American leagues (NFL, NBA, MLB, NHL, MLS) and international sports. Following the August 2021 federal legalization of single-event wagering, OLG expanded its sports betting product to include in-play wagering, parlays, and futures markets.

Charitable Gaming

OLG administers Ontario's charitable bingo and gaming program, working with local charities to share proceeds from electronic bingo halls. This program returns tens of millions of dollars annually to community organizations across the province.

1974 — Foundation

The Ontario Lottery Corporation was established by the Government of Ontario under the Ontario Lottery Corporation Act to operate province-wide lottery games, beginning with the launch of the Wintario draw in 1975.

1996 — Merger with Ontario Casino Corporation

The Ontario Lottery Corporation merged with the Ontario Casino Corporation (which had been created in 1993 to oversee the province's commercial casinos) to form the Ontario Lottery and Gaming Corporation, consolidating all provincial gaming operations under a single Crown entity.

2000s — Modernization & Expansion

OLG expanded its land-based footprint with the opening of new resort casinos and the rollout of slot machine facilities at racetracks (the "slots at racetracks" program), which generated significant revenue for the province's horse-racing industry.

2012 — Modernization Strategy

OLG launched a major modernization initiative that transitioned day-to-day operations of its commercial casinos to private sector partners, retaining ownership and regulatory oversight. This led to partnerships with operators such as Mohegan, Gateway Casinos, and Great Canadian Entertainment.

2015 — OLG.ca Launch

OLG launched its online gaming platform, OLG.ca, initially offering lottery ticket sales and select instant-win games, later expanding to include online casino and sports betting products.

2021 — Single-Event Sports Betting

Following the August 2021 federal amendment to the Criminal Code, OLG expanded its PROLINE sports betting product to include single-event wagering, both at retail and online.

2022 — Ontario Regulated Igaming Market

Ontario launched its regulated, competitive igaming market on April 4, 2022. OLG transitioned its digital offering into the open market, competing alongside licensed private operators while retaining its monopoly on province-wide lottery and charitable gaming.

OLG is recognized as a North American leader in responsible gambling, having embedded player-protection principles across its retail and digital operations for more than two decades.

PlaySmart Program

OLG's flagship PlaySmart program provides players with information, tools, and resources to make informed decisions about their gambling. PlaySmart kiosks are located in all OLG casinos and lottery retail locations, and the program is integrated into the OLG.ca digital platform with in-game messaging and self-assessment tools.

Player Protection Tools

• Self-Exclusion: Players can voluntarily exclude themselves from all OLG gaming venues and the OLG.ca online platform.
• Deposit Limits: Online players can set daily, weekly, and monthly deposit limits.
• Time-Out & Cooling-Off: Temporary breaks from play are available through the OLG.ca account dashboard.
• Reality Checks: In-game reminders display time spent and money wagered during online sessions.
• Play History: Full transaction and play history is available to all registered players.

Mandatory Staff Training

All OLG employees and retail partners complete mandatory responsible-gaming training. OLG was the first North American lottery to require this across its entire retail network.

ConnexOntario Partnership

OLG funds and partners with ConnexOntario, the province's free, confidential mental health and addictions helpline, to provide direct support to players experiencing gambling-related harm.
