PENN Entertainment has broken ground on a Hollywood Casino in Council Bluffs, Iowa, a project of up to $200 million that will replace the aging Ameristar riverboat casino and transform one of the Midwest's most historic gambling markets. The development is expected to cost between $180 million and $200 million, replacing the riverboat facility with a modern land-based resort. Riverboat conversions are the final act of a US gambling era: Iowa was among the first states to legalise riverboat casinos in 1991, and operators have spent two decades migrating those floating venues onto permanent foundations.
Why PENN Is Investing $200M in Iowa
Council Bluffs is one of the strongest regional casino markets in the country, benefiting from Omaha's population base just across the Missouri River in Nebraska. PENN's investment thesis is straightforward: a modern resort with expanded amenities captures market share that aging riverboat infrastructure leaks to competitors and to newer gambling options, including digital ones.
For PENN, the project also signals balance-sheet priorities amid a mixed period for the operator — continuing to invest in flagship land-based assets while the company navigates digital strategy questions. The End of the Riverboat Era
Riverboat casinos were a political compromise of the early 1990s: gambling limited to boats that nominally cruised rivers. Iowa, Illinois, Missouri, and Mississippi built the industry on that fiction, and one by one the boats have docked permanently, been replaced by land-based buildings, or closed outright.
