Stablecoin ID Rules Should Exclude P2P Transfers, Blockchain Association Says
The Blockchain Association says stablecoin ID requirements should exclude P2P transfers to protect privacy and preserve blockchain's permissionless nature.

The Blockchain Association has urged regulators to exclude peer-to-peer stablecoin transfers from proposed identification requirements, arguing that extending such rules to P2P transactions would undermine privacy and create impractical compliance burdens.

The Proposal

The Blockchain Association's recommendation comes as U.S. regulators develop rules for stablecoin transactions under new crypto legislation. The industry group argues that identification requirements should apply to transactions involving regulated entities such as exchanges and custodians, but should not extend to direct peer-to-peer transfers between individual wallet holders.

Stablecoin rules under consideration include customer identification, transaction monitoring and record-keeping requirements similar to those applied to traditional financial institutions. The Blockchain Association contends that applying these requirements to every P2P transfer would be technically impractical and would effectively eliminate the permissionless nature of blockchain transactions.

Why P2P Exclusion Matters

Peer-to-peer transfers are a fundamental feature of blockchain networks, allowing users to send digital assets directly without intermediaries. If identification requirements were applied to these transactions, users would need to verify their identity before sending stablecoins to another wallet, effectively requiring infrastructure that does not exist on most blockchain networks.

The Blockchain Association argues that such requirements would push stablecoin users toward unregulated alternatives and reduce the competitiveness of U.S.-issued stablecoins. The group also raises privacy concerns, noting that mandatory identification for P2P transfers would create a surveillance system incompatible with the principles of decentralized finance.

The Regulatory Context

Stablecoin regulation has been a priority for U.S. lawmakers, with the CLARITY Act and other legislation working through Congress. The proposed frameworks aim to establish clear rules for stablecoin issuance, reserves and redemption, but the details of transaction-level requirements remain under discussion.

Regulators have expressed concerns about the use of stablecoins for illicit finance, including money laundering and sanctions evasion. The Financial Action Task Force has recommended travel rule requirements for virtual asset service providers, and U.S. regulators are considering how to implement similar requirements for stablecoin transactions.

Balancing Compliance and Privacy

The Blockchain Association's position reflects a broader industry concern about finding the right balance between regulatory compliance and preserving the core properties of blockchain technology. Excluding P2P transfers from identification requirements would allow regulated entities to maintain compliance while preserving the ability of individuals to transact freely on public networks.

The outcome of this debate could significantly shape how stablecoins are used in the United States, affecting everything from remittances and payments to DeFi protocols and cross-border trade.
