SEC Cancels Reg Crypto Meeting, Postpones Landmark Crypto Rulemaking

SEC Cancels Reg Crypto Meeting, Postpones Landmark Crypto Rulemaking
The U.S. Securities and Exchange Commission suddenly postponed its Friday meeting to propose Regulation Crypto, citing an unforeseen scheduling issue. The innovation exemption for tokenization is also expected to be delayed.

The U.S. Securities and Exchange Commission suddenly postponed the Friday meeting at which it intended to propose its first major crypto rulemaking, known as Regulation Crypto. The agency cited an unforeseen scheduling issue as the reason for cancelling the meeting, leaving the industry waiting once again for regulatory clarity.

The SEC was on the verge of revealing what would have been its first major rulemaking effort in the digital assets sphere. Regulation Crypto is expected to open a limited framework for issuing crypto securities without triggering full agency registration requirements, and to allow projects to eventually transition out of the SEC's regulatory radar as they become sufficiently decentralized.

What Reg Crypto Would Do

SEC Chairman Paul Atkins had described the rulemaking as a tailored offering regime for certain investment contracts, making it one of the central points of his digital assets regulatory plan. Until the SEC begins this more durable form of regulation, including public notices and comment periods, the agency has been reliant on a series of crypto policy statements meant to clarify its position on digital assets.

The framework would provide crypto projects with a clearer path to compliance, allowing them to issue tokens without triggering the full weight of securities registration requirements. This has been a long-standing demand from the crypto industry, which has argued that the current regulatory uncertainty stifles innovation and drives projects overseas.

The Innovation Exemption Also Delayed

The SEC's innovation exemption for tokenizing securities is also expected to be delayed. The exemption would allow financial institutions to tokenize traditional securities on blockchain infrastructure without triggering additional regulatory requirements, a key step for the growing tokenization market.

The delay comes amid concerns from Wall Street and the White House about the scope of the exemption. The SEC was ready to release at least some part of the innovation exemption alongside the now-cancelled Reg Crypto meeting, but both efforts appear to be on hold.

Congress vs. the SEC

The postponement leaves the crypto industry in a familiar position: waiting for either the SEC or Congress to act first. The Clarity Act, which would establish a legal foundation for crypto market activity in the U.S., is hanging by a thread in the Senate. It remains unclear whether negotiations among lawmakers and the White House will find enough common ground to get the bill over the 60-vote threshold needed in the Senate.

With the SEC's rulemaking delayed and the Clarity Act's fate uncertain, the regulatory landscape for crypto in the U.S. remains in limbo. The industry had hoped that either pathway would provide the clarity needed to operate with confidence, but both now face uncertain timelines.

Why the Delay Matters

Every month of regulatory delay has real consequences for the crypto industry. Projects that could be building compliant products in the U.S. are instead operating in regulatory gray zones or moving offshore. Tokenization platforms that could be bringing traditional financial assets onto blockchain are waiting for clear rules before deploying capital at scale.

The delay also affects the broader financial industry. Institutions like MUFG are already testing blockchain settlement for government bonds, and tokenization-focused companies like Figure are doubling revenue. The SEC's innovation exemption could accelerate these trends, but only if it is eventually released.

What Comes Next

The SEC has not announced a new date for the Reg Crypto meeting. The agency's statement was brief, saying only that the meeting would be moved to a later date. Industry observers will be watching for signs of when the meeting might be rescheduled and whether the final proposal will match what was expected.

In the meantime, the crypto industry continues to operate under a patchwork of policy statements, enforcement actions, and state-level regulations. The SEC's delay means that this uncertain environment will persist for at least several more months, with the next potential catalyst being the Senate's return to work in September.
