Pakistan Opens VASP Licensing as New Crypto Rules Take Effect

Pakistan Opens VASP Licensing as New Crypto Rules Take Effect
Pakistan opened VASP licensing under new crypto rules effective Aug. 24, establishing the country's first formal regulatory framework for digital asset businesses.

Pakistan has opened virtual asset service provider licensing under new crypto rules that took effect on Aug. 24, marking the country's first formal step toward regulating digital asset businesses.

New Regulatory Framework

The new rules establish a licensing regime for VASPs operating in Pakistan, requiring companies to register with authorities and comply with anti-money laundering and counter-terrorism financing standards. The framework covers crypto exchanges, custody providers, wallet services and other digital asset intermediaries seeking to serve Pakistani customers.

The licensing process requires applicants to demonstrate technical capacity, financial reserves, compliance procedures and security infrastructure. Licensed VASPs must also implement Know Your Customer verification, transaction monitoring systems and suspicious activity reporting in line with international standards set by the Financial Action Task Force.

Why Pakistan Is Regulating Now

Pakistan has seen growing crypto adoption despite the absence of formal regulation. The country ranks among the top markets for peer-to-peer crypto trading volume, with citizens using digital assets for remittances, savings and cross-border transactions. The new framework aims to bring that activity under regulatory oversight while providing legal certainty for businesses.

The move follows global pressure from the FATF, which has pushed countries to regulate virtual asset service providers to prevent money laundering and terrorism financing. Pakistan's previous attempts at crypto regulation were delayed by political instability and concerns from the State Bank of Pakistan about capital flight and financial stability.

What This Means for Crypto Businesses

VASPs seeking to operate in Pakistan must apply for licenses under the new framework, with authorities reviewing applications for compliance with capital requirements, security standards and AML obligations. The rules create a pathway for legitimate crypto businesses to operate legally while giving authorities tools to address unlicensed operators.

The framework also addresses cross-border crypto transfers, requiring licensed VASPs to implement travel rule compliance for transactions above specified thresholds. This aligns Pakistan with the growing number of jurisdictions that have adopted FATF-recommended travel rule requirements for virtual asset transactions.

Regional Context

Pakistan's move adds to a wave of crypto regulation across South Asia. Neighboring India has implemented crypto taxation rules and is participating in international discussions on digital asset regulation. South Korea is accelerating its Digital Asset Framework Act, and countries across Asia are building formal regulatory structures for digital assets.

The new rules represent a significant shift for Pakistan, which previously had an ambiguous stance on cryptocurrency. The licensing framework provides legal clarity for businesses and investors while giving regulators oversight tools to manage risks associated with digital asset trading.
