Dubai is strengthening its position as a global digital asset hub through clear crypto regulations, expanding VARA licensing, and regulated stablecoin initiatives. As institutions prioritize regulatory certainty, the emirate is attracting growing blockchain and digital asset investment.

The contest between global financial centres is being rewritten around a new scarce resource — and it isn't capital. As banks, funds, and fintechs accelerate their adoption of blockchain infrastructure, stablecoins, and tokenised real-world assets, regulatory certainty has emerged as one of the most decisive factors determining where digital asset companies incorporate, expand, and deploy money. In that contest, Dubai has built one of the strongest positions in the world.

The argument, articulated this week by Wael Rashid, business development manager and spokesperson at brokerage Evest, is that regulation's role has inverted: once treated as a compliance cost, a clear rulebook is now a magnet — the primary input companies weigh when choosing a home. The next phase of competition between financial hubs, in his view, will be decided less by market size than by the quality of the regulatory environment, with the advantage going to jurisdictions that enable innovation while giving investors the confidence to commit long-term capital.

Two Models: Dubai's Specialist vs Europe's Harmonizer

Two regulatory philosophies now anchor the global landscape. Dubai moved first with a specialist: the Virtual Assets Regulatory Authority (VARA), established in March 2022 as one of the world's earliest dedicated crypto regulators, writing rules purpose-built for the virtual asset industry. The European Union chose harmonisation instead — the Markets in Crypto-Assets (MiCA) regulation, which reached full effect this month, creating a single passportable rulebook across 30 countries.

Both models are producing results, and casualties. VARA recently issued its 50th license to a virtual asset service provider, a milestone the regulator cited as proof of the emirate's deepening market. MiCA's arrival, meanwhile, is forcing a brutal cleanup: industry estimates suggest as many as 80% of unlicensed European platforms face closure, and the exchange AscendEX shut down on July 1 — the day MiCA took full effect — citing its lack of authorization, leaving users facing uncertain payouts. Estimates cited by Deloitte project the global stablecoin market growing to between $500 billion and $750 billion by 2028, while Citi's base case sees the market reaching $1.9 trillion by 2030. Tokenised real-world assets — from treasuries to real estate — represent a second wave institutions are positioning for now, and every serious forecast assumes the flows will concentrate where legal certainty exists.

Dubai's recent weeks illustrate the flywheel in motion. The UAE central bank just granted a No Objection Certificate allowing DDSC — the dirham-backed stablecoin developed by IHC, First Abu Dhabi Bank, and Sirius International Holding — to go live on VARA-regulated exchanges, moving a sovereign-currency stablecoin from institutional pilots (over AED 150 million transacted) toward retail use. The UAE's dual-layer architecture, with the central bank governing payment tokens while VARA supervises trading venues, is increasingly studied as a template by other jurisdictions bringing national-currency stablecoins to market.

Geography Plus Rulebook

Dubai's edge compounds its regulatory head start with location: a hub connecting the Middle East, Asia, and Africa, in a time zone bridging Asian and European trading hours, with an aggressive digital-economy strategy at the government level. Industry voices have taken notice by contrast — Kraken, in a high-profile dispute this week, pointedly compared Europe's 30-country MiCA framework and its own Central Bank of Ireland authorization with the United States, which still lacks comprehensive digital asset legislation even as the SEC drafts new crypto rules. In a world where the US is still writing its rulebook and India's central bank leans toward prohibition, jurisdictions with finished, functioning frameworks are collecting the businesses caught in between.

The digital assets industry has entered its jurisdiction-shopping era, and the shopping criteria have changed: not the lowest tax or the biggest market, but the clearest rules.
