The Cardano Foundation will lead TOKEN2049 after EMURGO stepped back amid the SecondFi hack recovery, sparking debate over treasury governance, proposal reassignment, and the ecosystem’s leadership structure.

The Cardano Foundation has taken over responsibility for the ecosystem’s presence at TOKEN2049 Singapore this October, stepping in after EMURGO — one of Cardano’s three founding pillars — said it could no longer dedicate the resources needed to run the event. The handover, confirmed on July 15 by Cardano’s governance body Intersect, is more than a logistics reshuffle: it reflects a deeper reorganization triggered by a $20 million security crisis, and it has ignited a fresh governance controversy among ADA holders.

Why EMURGO Stepped Back

The trigger is the SecondFi breach. The platform was first hacked last June for $2.4 million worth of ADA, after which an emergency white-hat operation moved a further $18.5 million in ADA as a protective measure — bringing the total funds at stake to roughly $20 million. SecondFi has since announced it will shut down entirely and focus solely on recovering assets for affected users. EMURGO told Intersect that managing this recovery has consumed its bandwidth, leaving it unable to allocate the personnel required to plan and execute Cardano’s TOKEN2049 participation. Following three-way discussions among EMURGO, the Cardano Foundation, and Intersect, delivery responsibility passed to the Foundation.

The retreat goes further than one conference. Just last week, EMURGO also stepped down from the Pentad — the multi-firm executive body that coordinates strategic direction across the Cardano ecosystem — again citing the demands of the SecondFi recovery. The dual withdrawal marks a visible reconfiguration of an ecosystem historically balanced across three entities: Input Output (technical development), the Cardano Foundation (adoption and standards), and EMURGO (commercial integration).

A Governance Firestorm

The transfer has not gone down smoothly. Cardano’s Delegated Representatives (DReps) had earlier approved a standalone treasury proposal granting EMURGO 3.3 million ADA specifically to fund an official Cardano presence at TOKEN2049 Singapore. Intersect has now confirmed those approved funds will flow to the Cardano Foundation instead — and critics argue that swap breaches the governance framework. Prominent DRep Chris O contended that DReps voted to fund EMURGO, not the Foundation, and that if EMURGO couldn’t deliver, the treasury money should have been returned pending a fresh vote. Others echoed the call for the funds to go back to the treasury entirely, questioning why Intersect made the decision on the ecosystem’s behalf and announced it after the fact.

Supporters counter with pragmatism: restarting the treasury process could delay preparations enough to jeopardize Cardano’s presence at one of crypto’s biggest conferences, and reassigning execution preserves the original objective the DReps approved — just under different management.

What the Foundation Is Planning

The Foundation appears to be treating the assignment as an opportunity rather than a stopgap. Beyond organizing the main Cardano booth, it confirmed a side event dubbed CardanoxDraperxBitcoin, co-funded with venture investor Draper, with further details promised. Notably, this all unfolds after Cardano users voted last month to cancel the Cardano Annual Summit that had been scheduled for Singapore in October 2026 — while simultaneously approving TOKEN2049 participation — a sign the community is concentrating resources on one flagship appearance rather than spreading them across multiple productions.

The handover keeps Cardano on crypto’s biggest stage, but the deeper questions remain open: how quickly EMURGO can complete the SecondFi restitution, whether the DRep dispute prompts changes to how approved proposals can be reassigned, and whether the Foundation can deliver a coherent TOKEN2049 showing while the ecosystem’s governance debate plays out in public.
