Regulation Overview

The UAE regulates virtual assets through federal and emirate or financial-free-zone authorities. Cabinet Resolution No. 111 of 2022 establishes the federal virtual-asset framework, while Dubai Law No. 4 of 2022 created VARA. VARA licenses virtual-asset activities in Dubai mainland and free zones except DIFC. ADGM's FSRA and DIFC's DFSA administer separate financial-services regimes, and the SCA has federal responsibilities outside relevant free zones. Ownership and regulated trading are permitted, but the responsible authority depends on location, client base, token and activity. Crypto is not UAE legal tender.

Tax Information

The UAE has no general federal personal income tax. Business income can fall within corporate tax, and VAT treatment depends on the virtual-asset transaction and service.

Individual Tax Treatment

Personal investment gains are not subject to a general federal personal income or capital-gains tax. An individual conducting a taxable business activity can enter the corporate-tax regime, so commercial scale and licensing matter.

Business Tax Treatment

UAE businesses apply federal corporate-tax rules, including free-zone conditions where relevant. Transfers and conversion of virtual assets receive specific VAT treatment, while fee-based custody, management and other services require separate analysis.
Federal Tax Authority

Business & Licensing

A VASP must obtain the licence applicable to its location and activity: VARA in Dubai outside DIFC, FSRA in ADGM, DFSA in DIFC, or the relevant federal/SCA framework elsewhere. Activities include exchange, broker-dealer, custody, transfer, advisory and lending services.

AML / KYC Requirements

Licensed VASPs must apply UAE AML/CFT law, KYC, beneficial-owner checks, sanctions screening, transaction monitoring, travel-rule controls, suspicious reporting and regulator-specific governance.
