Regulation Overview

Law 7518 amended Türkiye's Capital Markets Law to define crypto assets and bring trading platforms, custody and related service providers under SPK supervision. Secondary regulations published in March 2025 set establishment, capital, governance, custody, technology, listing and operating standards. Existing applicants appear on SPK activity lists, but listing is not always equivalent to completion of every licence step. The Central Bank's 2021 regulation prohibits direct or indirect use of crypto assets in payments.

Tax Information

Türkiye has not established a simple dedicated individual crypto capital-gains tax rule. Business and professional activity can be taxable under ordinary income/corporate rules, and future legislation may change treatment.

Individual Tax Treatment

Individuals should not assume permanent tax exemption. Maintain Turkish-lira transaction and wallet records and check whether activity constitutes commercial income or another taxable category.

Business Tax Treatment

Companies include crypto-related revenue and gains in corporate accounts and assess VAT, withholding, payroll and transfer-pricing rules according to the service.
Revenue Administration

Business & Licensing

Platforms and custodians need SPK authorisation under the Capital Markets Law and 2025 regulations, including capital, governance, systems, custody and reporting compliance.

AML / KYC Requirements

CASPs are AML-obliged entities under MASAK rules and must perform KYC, beneficial-owner checks, transaction monitoring, transfer-data controls, sanctions screening and suspicious reporting.
