Regulation Overview

Kazakhstan's Law on Digital Assets establishes national rules for secured and unsecured digital assets and digital mining. Within the Astana International Financial Centre, AFSA authorises digital-asset trading facilities, custodians and related services under a dedicated rulebook. Retail access and approved-asset lists are controlled. Mining requires compliance with registration/licensing, energy, tax and reporting rules. Crypto is not legal tender.

Tax Information

Digital-asset transactions and mining can create income, corporate and mining-fee obligations. Announced tax incentives for transactions through regulated infrastructure should not be treated as effective until enacted.

Individual Tax Treatment

Individuals should report taxable gains under applicable rules and retain evidence of trades through licensed infrastructure. Do not rely on a proposed exemption before legislation takes effect.

Business Tax Treatment

Mining and digital-asset businesses must account for corporate income, VAT or exemptions, mining fees, electricity charges and regulatory fees according to their activity and location.

Business & Licensing

Operating a digital-asset trading facility or custody service in the AIFC requires AFSA authorisation. Digital mining is subject to Kazakhstan's national licensing/registration and energy rules.

AML / KYC Requirements

Authorised firms must apply AIFC AML rules, customer and beneficial-owner checks, transaction monitoring, travel-rule controls, sanctions screening and suspicious-reporting procedures.
