Listed on the Hong Kong Stock Exchange (HKEX: 2282), MGM China is a subsidiary of MGM Resorts International (NYSE: MGM), with a 55% stake held by MGM Resorts and 45% by Pansy Ho (daughter of Stanley Ho). MGM China operates two major properties in Macau: MGM Macau (Macau Peninsula) and MGM Cotai (Cotai Strip).

MGM China's flagship property, MGM Cotai, opened in 2018 and is one of Macau's most distinctive integrated resorts — featuring the world's largest casino floor atrium, a 3,000-square-meter European boulevard with natural daylight, and the Dynamic Plaza with its kinetic Spectacle atrium (a 25-meter-tall kinetic sculpture of 25 moving LED columns). The property offers 1,400+ hotel rooms (MGM Hotel, Emerald Tower, and the luxury Mansion villas), 250+ gaming tables, 1,000+ slot machines, and extensive retail and dining.

MGM China benefits from MGM Resorts International's global brand strength, MICE expertise, and entertainment heritage from Las Vegas.

Corporate History

2002 — Macau Gaming Liberalization

Macau liberalized its gaming industry in 2002, ending Stanley Ho's STDM monopoly. MGM Resorts International (then MGM Mirage) sought entry to Macau, eventually forming a partnership with Pansy Ho (Stanley Ho's daughter) to establish MGM China.

2005 — MGM Grand Paradise Sub-Concession

MGM Grand Paradise (a joint venture between MGM Resorts and Pansy Ho) acquired a gaming sub-concession from Wynn Resorts for approximately US$900 million, granting MGM the right to operate casinos in Macau. This sub-concession arrangement was a common entry strategy for foreign operators in Macau's early liberalization period.

2007 — MGM Macau Opening

MGM China opened MGM Macau on the Macau Peninsula — its first property in Macau. The property featured a distinctive gold-glass exterior inspired by traditional Chinese coin design, 600+ hotel rooms, 400+ gaming tables, and the MGM Theater. MGM Macau established MGM as a significant player in Macau's gaming market.

2011 — New Jersey Regulatory Scrutiny

MGM Resorts faced regulatory scrutiny in New Jersey over its partnership with Pansy Ho, due to concerns about her father Stanley Ho's alleged organized crime connections. MGM Resorts eventually settled the regulatory issues and maintained its Macau partnership, but the scrutiny highlighted the regulatory complexities of Macau gaming partnerships.

2011 — MGM China IPO

MGM China Holdings was listed on the Hong Kong Stock Exchange (HKEX: 2282), raising approximately US$1.1 billion. MGM Resorts retained a 51% stake (later increased to 55%), while Pansy Ho held 29% (later reduced to 22%). The IPO provided capital for MGM Cotai development.

2018 — MGM Cotai Opening

MGM China opened MGM Cotai on the Cotai Strip — its second and flagship property. MGM Cotai featured the world's largest casino floor atrium, the Spectacle kinetic atrium, European boulevard, 1,400+ hotel rooms, and 250+ gaming tables. The opening marked MGM China's full entry to the Cotai Strip and its modernization as an integrated resort operator.

2022 — New 10-Year Gaming Concession

MGM China was awarded a new 10-year gaming concession (2022-2032) by the Macau government, one of six concessionaires. The new concession includes increased non-gaming investment commitments (MGM China committed US$1.5 billion in non-gaming investment) and stricter regulatory requirements. MGM China's market share was increased under the new concession (from approximately 7% to 10-15%).

2023-2024 — Premium Mass Focus

MGM China has strategically focused on the premium mass-market segment, leveraging its design-led properties (MGM Cotai Spectacle, European boulevard) and art-infused resorts to attract premium mass customers. This focus has positioned MGM China well for the post-COVID recovery and the shift away from VIP junket operations.

Responsible Gaming

MGM China is committed to responsible gambling in compliance with Macau's strict gaming regulations, with comprehensive player protection measures and a focus on the premium mass-market segment.

Macau Regulatory Compliance

MGM China operates under license from the Macau Gaming Inspection and Coordination Bureau (DICJ) and complies with Macau's gaming regulations, including age verification (21+), self-exclusion, anti-money laundering, and strict regulatory reporting. The new 10-year concession (2022-2032) includes enhanced responsible gambling and US$1.5 billion in non-gaming investment commitments.

Player Protection Measures

  • Age Verification: Strict 21+ age verification at entry to all MGM China casinos, per Macau law.
  • Self-Exclusion: Players can voluntarily exclude themselves from MGM China casinos. Macau also operates a government-run self-exclusion registry for problem gamblers.
  • Staff Training: All customer-facing staff complete responsible gambling training, including identification of problem gambling behavior and intervention procedures.
  • Information Resources: Responsible gambling information is displayed prominently throughout MGM China properties, with contact details for Macau's problem gambling support services.

Premium Mass Focus & VIP Independence

MGM China has strategically focused on the premium mass-market segment rather than VIP junket operations, reducing its exposure to the junket crackdown (2021-2022). MGM China's design-led properties and art-infused resorts are well-suited to the premium mass segment, which is less dependent on junket promoters and more resilient to regulatory changes.

Anti-Money Laundering (AML) Compliance

MGM China implements comprehensive AML and KYC procedures in compliance with Macau's strict financial regulations, including transaction monitoring, suspicious activity reporting, and customer due diligence. MGM Resorts International (parent company) maintains industry-leading AML compliance practices globally, which inform MGM China's compliance program.
